Their responses are the second-order effects. Then ask the question again. Each iteration gets less certain, but even one extra step puts us ahead of most analysis.
Identifying feedback loops sharpens the picture further. When the higher-order effects reinforce the original action, we’re in a positive feedback loop (a self-amplifying cycle) — the situation will accelerate. When they counteract the original action, we’re in a negative feedback loop (a self-correcting cycle) — the situation will stabilize or reverse.
Mapping stakeholders adds another dimension. For any intervention, ask: who is affected? How will each affected party respond?
